The pamphlet concerns the Berkshire Constitutionalists, who dissolved their courts in 1775 in protest to the Crown, but refused to re-establish them during the War until Massachusetts had adopted a Constitution. They even went so far as threatening to secede from the State if no convention was held. This anonymous pamphlet is signed in print by "Impartial Reason" and dated October 1778.
