tion about slaves being brought illegally into Georgia. With additional Franking Signature
on address leaf. 3 pages, 4to, with address on terminal page; minor bleed-through overall,
seal tear at edge of first and terminal pages with minor loss to text, short closed separations
at folds.

Although the practice of slavery was permitted in Georgia, the state Constitution of 1798 pro-
hibited the importation of slaves.
